Firstly I will suggest you to book tatkal ticket from Indian Railway booking counter. Because, probability of booking confirm tatkal tickets is more at Indian Railway booking counter. Booking through IRCTC website/internet is the second option. 
Tatkal Ticket Booking Time Changed :: July 10 – 2012.
Indian railways announced that will revise the Tatkal ticket booking time changed from 8 AM to 10 AM on the previous day of journey from train originating station. That is we can book the Tatkal ticket after 10 AM only from July 10 – 2012. Indian Railways also announced that will the agents can able to book the Tatkal ticket from 12 AM only, this includes Indian Railways Catering & Tourism Corporation (IRCTC) and Railway Travel Service Agents (RTSAs).
Previous tatkal ticket booking time was 8 Am to 10 AM but it is 10 AM to 12 PM. And many other rules are now effective to take down touts. By the time how the service will be improved, we still have to wait and watch but it seems things will get a little (?) better because touts won’t stop. Now normal users can book Tatkal ticket from 10 AM to 12 PM and only two ticket are possible in a single day on a single IP address, so having more than one computer or more than one account won’t help touts to book tickets as normal users.
IRCTC agents can book ticket after 12 PM and only one ticket for one train, this rule is same for online and offline ticket booking agents. On  ticket counter there will be a separate line for Tatkal ticket booking from 10 to 10.30 AM. Indian railway also managed for more powerful servers to handle online traffic load, this may help online users.

IRCTC Tatkal booking tips for you:

  • Tatkal booking starts at 10 AM in the morning. You need to be sitting right in front of the browser. Do not enter your login detail before 8AM as an IRCTC booking session lasts for a limited time and you may get a session expired error if you keep sitting with your login details entered. If you login and try to book a ticket before 10 AM, you would still get an error stating that tickets can only be booked after 10 AM. To avoid getting any such error, make sure that you are on the website before 10 AM, but enter your login details as soon as the computer clock reaches 10 AM.
  • Keep the station codes with you: Find the station code for your source station and destination station well before you sit down to book. When you enter the name of the station, the website offers suggestions for the station codes, however this feature slows down in the morning because of the traffic that the website experiences. Entering the station codes directly would save you some precious seconds.
  • Use a faster browser: Do not use internet explorer in any case. Mozilla Firefox and Google Chrome are the fastest internet browsers around. Use the one you are more comfortable with.
  • Use a faster internet connection: A slower internet connection would mean that pages would take time to load and as a result a user with a faster internet connection would make the payment before you do and get the ticket. Go to a friend’s house, neighbour’s place or a cyber cafe if you do not have a fast connection at your place, but you cannot afford to use a slow internet connection.
Warning: Some users try to open multiple browsers thinking that it would increase their chance of getting a Tatkal reservation. Do not do this mistake as open multiple pages would take some bandwidth and reduce your connection speed. Also, the IRCTC website does not allow multiple sign-ins, so you would be wasting your time trying to do so.
